fix: add buffer overflow guard to update particles
...
When the frame of particles had less particles that currently on the
screen, the update particles function would access particle position
that were not there, and silently fail

wip: change cursor type depending on app state

Changes:
- create Types.fs for internal app-wide types
- add crosshair svg icon for simulation placements cursor
- add global.json file to specify dotnet sdk version
